INFORMATION REGARDING FUNDING LINE 2

Funding line 2 provides funds to affected Ukrainian academic institutions, including universities, academies, and research institutes, to help them maintain and/or reinstate their scientific operations and research collaborations. It also aims to support the reintegration process of researchers upon their return to Ukraine. The period for the applications is now closed.

Who can apply?

The application is open to Ukrainian academic institutions (including universities, academies, and research institutes) that have been directly affected by the war, to support them in the continuation and/or reinstatement of their scientific operations and research collaborations, as well as to support initiatives that facilitate reintegration of researchers upon their return to Ukraine. Applications must be submitted by the institutions.

Applicants must confirm, and be able to demonstrate upon request, that their mission, scope, and research serves civilian purposes. Military research institutions or facilities are not eligible for funding.

Who selects?

The selection process is carried by an independent selection committee composed of senior officials from the following international, pan-European science institutions, representing universities, funding organisations, and individual researchers: European Research Council (ERC), European University Association (EUA), Global Young Academy (GYA), and Science Europe. The committee’s work is coordinated by ALLEA’s President.

Criteria and selection procedures

  1. Applicants must be Ukrainian academic institutions operating in Ukraine or in exile (including virtually), whose academic activities have been directly affected by the war. As a rule, the maximum amount applied for should not exceed €75,000 per institution.
  2. Applying institutions must provide a detailed description of the damage incurred as well as a budget overview detailing how the funds will be allocated.
  3. The selection process is conducted by the independent EFDS selection committee on the basis of the applications and taking into account further relevant criteria and considerations as appropriate and unanimously agreed upon by the committee members.
  4. Disbursement procedures, reporting and other requirements are formalised and acknowledged in a cooperation agreement between ALLEA and the host institution.

  • The complete application must be sent by the institutions.
  • To be able to benefit from Funding Line 2 of the EFDS, you must be an Ukrainian academic institution (including, but not limited to, universities, academies, and research institutes) whose ability to operate has been affected by the war. Applicants must confirm, and be able to demonstrate upon request, that their mission, scope, and research serves civil society. Military research institutions or facilities are not eligible for funding. Moreover, there may be no pending investigation(s) of the institution regarding the fabrication, falsification, or plagiarism of research data and results prior to the war, nor should previous investigations have found the institution guilty of breaching the guidelines of good scientific conduct.
  • Institutions are eligibleto apply for up to €75,000. An institution may only submit one application.
  • All applications and supporting documents must be submitted in English. In case a supporting document is not available in English, please attach a brief description of the document in English.

The deadline for submission of applications is 15 August 2022. All applications are reviewed by the EFDS independent selection committee, which has been specifically set up for this purpose. The selection committee is chaired by the ALLEA President and composed of senior officials from international, pan-European science organisations, representing universities, funding institutions, and individual researchers.

  • No, it is not possible to resubmit an application – even in a revised form – if they have previously been rejected or if there was not sufficient funding available.

The budget plan should include detailed information about how the funds provided by the EFDS programme will be allocated by the institution to maintain and/or reinstate their operations and research collaborations. Budget overview of anticipated expenses must be submitted as an attachment.

  • The application form has been designed to be completed and submitted digitally to simplify the process, which means the form can also be signed digitally (i.e. without the need to print and scan the form). Adding a digital signature on the PDF form can be done by clicking on the ‘Fill & Sign’ option on the right side of the form, or the ‘Sign document by typing or drawing signature’ option on top. You may then upload a picture of your signature (preferred) or provide a typed signature.

    If you still prefer to print and scan the form, please be sure that all the information from the previous questions are clear and fully visible in the printed form before you submit it. Some information might be lost in the printed form as the PDF automatically generates a scrolling bar on some answer boxes if the answer is longer than the space provided, which will not be visible in the printed form.
