Research Policy
Research requires sound framework conditions to excel. European academies play a fundamental role in ensuring them by incentivising and promoting high scientific standards and proper research practice. ALLEA capitalises on its members’ expertise to advise European institutions on the priorities and needs of the European Research Area and the EU research frameworks. Our research policy work includes areas such as research integrity and research ethics, intellectual property rights, open science, Horizon Europe and digital infrastructures in the humanities.
European Research Area
The European Research Area (ERA) is a vision for a single, borderless market for research, innovation, and technology across the EU. It enhances the coordination of EU research efforts, boosting the circulation of researchers and knowledge, building critical mass, and promoting excellence. Although the ERA has been in development since 2000, the European Commission injected the ambition with a new lease of life in 2020. This initiative led to a new ERA governance framework shaped by the Pact for Research and Innovation (R&I) in Europe and the ERA Policy Agenda.
Open Science and Data
Open and secure data lie at the heart of a trustworthy, innovative and globally competitive research system. As digital technologies rapidly transform the way knowledge is produced, shared and used, the responsible governance of data has become both an unprecedented opportunity and a complex challenge. For Europe’s academies—whose missions include safeguarding scientific quality, promoting evidence-informed policymaking, and enabling cross-border collaboration—these developments have profound implications.
Research Security
ALLEA contributes expertise in the European Research Area Forum by playing an active role in the ERA Policy Agenda Action on Research Security, provides comments and supports the implementation of regulations such as the framework of the Council Recommendation on research security. Moreover, ALLEA helps shape the broader European policy conversation by co-organising the biannual European Flagship Conference on Research Security, a forum that convenes policymakers, researchers, and institutional leaders to discuss evolving challenges and good practices.
