Europe on test: the onus of the past – conference publication

The Polish Academy of Sciences published a book based on the contributions to the 2019 ALLEA conference organized at its Institute of Philosophy and Sociology in Warsaw.

The texts collected in this volume focus on the Central-Eastern part of the European Union. The countries of this area still experience effects of their dependence on the Soviet Union and decades of authoritarian rules. These effects are clashing with the memory of the end of unwanted communist experiment, due to successful popular uprising and favorable international situation. The publication examines how the recent past of former “communist” states affects their performance in the integrating Europe, points out the problems of national and European identity, the question of solidarity and perception of interests.

“Europe on Test: Narratives of Union and Disunion” is a series of conferences under the patronage of ALLEA and hosted by selected Academies of Sciences and Humanities in various European cities. It seeks to address recent political developments and other aspects of relevance that may pose a challenge for the future of Europe as a community.

Diverging Narratives of Democracy in Europe

Peter J. Verovšek, Lecturer (Assistant Professor) in Politics/International Relations at the University of Sheffield and British Academy Mid-Career Fellow, joined us in a conversation about the challenges facing Europe’s unity. In this interview, he sheds light on the factors preventing intellectuals from actively and effectively addressing these challenges.

 

“If you have a kind of conception of democracy based on a national popular sovereignty, then you do not necessarily see populism as a problem.”

 

What is dividing Europeans and what is holding them together?

I believe that the biggest thing uniting Europeans is the awareness that Europe is becoming an ever-smaller part of the world both economically and (geo-)politically. I think that many Europeans are aware of the fact that in order to keep punching above their economic and political weight, they must do it through Europe, in the form of the EU; in other words, they must work together. Unfortunately, I think what so often divides Europe is precisely a lack of agreement on what the EU should be doing in common. There is not so much disagreement on external policies like trade, but rather more on the enforcement of domestic norms, on how to protect democracy at home, and on how regional funds should be spent. The agreement holding Europeans together is by and large found within the international challenges with which the EU is confronted.

Which role do different narratives of democracy play in this respect?

I am convinced that different conceptions of democracy have developed in Western and Central Europe; populism, even the conceptualisation of it, is an obstacle in this regard. If your central point of reference is 1989, with the experience of Communism fresh in your mind and body, of being under the thumb of Moscow and with a feeling of not having control, then it is very easy to interpret populism not as a problem, but instead as an expression of popular sovereignty, of the desire of control on the part of the people of the national community that fought so much against the external control of the Soviet Union. They [the post-Communist states] did not fight so hard to get out from under the thumb of Moscow merely to once again cede power to Brussels. If you have a conception of democracy based on a national popular sovereignty, then you do not necessarily see populism as a problem. Whereas the Western perspective, which comes out of 1945 and is defined by the importance of individual rights like press freedom and rights to assembly rather than popular sovereignty, has been institutionalised at the European Union and various international organisations in the West. In that liberal perspective and conception of the rule of law and democracy, it is very clear that even the slightest thought of populism is problematic. Until we have a common conception of what it means to have democracy both at home and the European level, it will be very difficult to reach an agreement on what the EU’s role is in Europe and how the EU should relate to its own member states.

What could and should the scientific community and academies do to deal with this challenge?

The academic community has an important role to play. We [academics] complain a lot about ‘fake news’ and the degradation of public discourse. I believe that in many ways it is an obligation for those of us who approach these issues academically – who have the luxury and privilege of being able to think about these things for a living – to actually enter into the public sphere and provide our own perspectives in order to ensure that these issues are heard and are debated in a productive manner. This would help to ensure that a deliberative debate is occurring and not just polarisation or mere shouting. Therefore, I think there is an important role for public intellectuals to play in this process. Unfortunately, a lot of the ways intellectuals are educated these days do not help with that. We are trained to be scholars, there is a lot of pressure for publication and a lot of institutional incentives that push against our entrance into the public sphere and against us taking the time to engage in things like deliberative polling in town halls, as well as to engage in public debates when we are under an incredible pressure to produce research ‘outputs’, to teach more and to confront more administration at the university level. Economic factors and obligations push intellectuals against getting engaged with the public sphere.

Perhaps European academies could play a bigger role here, by helping to raise the profile of that kind of public engagement for academics. Science Academies need to be less self-centred and more open to society, says ALLEA President

ALLEA President Antonio Loprieno was one of the speakers at the conference “The Role of Academies in Sustaining European Knowledge Societies in Time of Crisis”, which took place in Turin on 7 and 8 November.

“Our contemporary knowledge is social knowledge, not individual. Which means that our Academies need to embrace the social dimension of knowledge and science activity. And that  means embracing science communications and open access.”, said Antonio Loprieno in his presentation.

The event, which focused on discussing the function of Academies today, both in general and with particular reference to the European crisis, was a part of the ALLEA conference series Europe on Test: Narratives of Union and Disunion. It was co-organised by ALLEA and its member, the Academy of Sciences of Turin.

It seeks to address recent political developments and other aspects of relevance that may pose a challenge for the future of Europe as a community.

Europe: From Old Narratives to Today’s Politics

ALLEA and the Polish Academy of Sciences convened the conference ‘Europe on Test: The Onus of the Past – and the Necessities of the Future’ at the Staszic Palace in Warsaw on 11 October 2019. Local as well as international scholars and experts addressed how different collective memories in European societies impact today’s politics in Europe. Discussants explored which role concepts such as ‘European Identity’ and ‘European Solidarity’ can play in overcoming historical tensions as well as current and future challenges.

Different conceptions of Europe and democracy have evolved in Western and Central Europe. This division evolved in line with collective memories in societies of ‘old’ and ‘new’ EU member states.  In most cases, historical framings persist in current political narratives and thus also in conceptions of democracy. In the case of Central European countries such as Poland the concept of national sovereignty is closely linked to the arrival of democracy and the integration into the EU, whereas Western countries predominantly focus on the rule of law and the protection of individual rights, based on collective memories of the end of the Second World War.

The conference explored how such collective memories of nations evolve and how they affect processes such as European integration and recent political developments such as a move towards so called ‘illiberal democracy’, thereby showing that both narratives of European union and disunion can easily be exploited by political leaders in order to mobilize their electorates.

An Era of Emotions and Identities?

In his opening address, ALLEA President Antonio Loprieno expressed his gratitude to the Polish Academy of Sciences for organising such a high-class event and shared his observation that “the era of ideologies has been replaced by an era of identities. This is accompanied by a transformation of our modes of communication that tends to favour emotional and easily transmittable messages on complex issues over a rational and deliberative debate.

The opening session included a lecture by Professor Anton Pelinka from Austria and a panel discussion on the role of history and collective memories of the past in the making of European polity, whilst the second panel, starting with a lecture by Professor Krzysztof Pomian from Poland, discussed European identity as a potential key to overcoming historical tensions.

Professor Claus Offe from Germany opened the third session, which focused on European interests as a shared responsibility. The event concluded with a talk by Virginie Guiraudon from France and a subsequent panel discussion on how to achieve European solidarity by meeting the challenges of today and shaping the future of Europe.

Europe on Test Series

The event was part of ALLEA’s ‘Europe on Test: Narratives of Union and Disunion’ series, which seeks to address historical trajectories as well as recent cultural, social, economic and political developments relevant for the future of the European community.

The next conference will be held at the Accademia delle Scienze di Torino on 7-8 November, where renowned Italian and international scholars will join to discuss ‘The Role of Academies in Sustaining European Knowledge Societies in Times of Crisis’.

ALLEA experts discuss new editorial series ‘Europa’ in Rome

 

A new book series of the ‘Europa’ editorial delves into the legal, political, scientific, cultural and social dimensions of the European utopia and its future. ALLEA, jointly with its Member Academies, contributed to the discussion of the first three volumes in a conference that complements the series ‘Europe on Test

During a conference hosted by the Accademia dei Lincei on 26 March 2019, the Istituto della Enciclopedia Italiana Treccani presented its latest publication ‘Europa’: an editorial series in three volumes.

The event was organised with the participation of ALLEA. International speakers from its Member Academies discussed the initiative in general, and each of the volumes respectively.

Honoured by the presence of the President of the Italian Republic Sergio Mattarella, Günter Stock (past ALLEA President) welcomed the participants on behalf of ALLEA. In his speech, he congratulated the editors to a very well-composed publication and to stirring a debate that could not be timelier and more important, not least given the events around the United Kingdom’s attempt to leave the European Union. Referring to the title of the first volume (’Un’utopia in costruzione’), he said:

“As such it [Europe] entails visionary ideas, very hard work, constant reflection and readjustment, as well as an enormous amount of exchange and debate by all of its constituencies – to form a whole that is far greater than the sum of its parts. Utopia should lead to vision, visions should encourage strategic plans, and, most importantly, strategic plans must be complemented by concrete plans for implementation and action.”

‘Europa’ in three volumes

His welcome address was followed by the presentation of the three volumes. Each one was discussed by an Italian scholar, as well as an international discussant representing ALLEA. The first volume focuses on the political, institutional, legal and economic issues that affect the European Union and was discussed by Dame Helen Wallace (British Academy).

The second volume concentrates on the topics of scientific research, technology, infrastructure and innovation policies and was discussed by ALLEA Board Member Pere Puigdomènech (Royal Academy of Arts and Sciences of Barcelona and Institut d’Estudis Catalans).

The third volume deals with socio-cultural aspects, as well as the major social changes that have made possible the unification of Europe and was discussed by Michael Rössner (Austrian Academy of Sciences).

Conference Series

The conference complements the ALLEA conference series ‘Europe on Test: Narratives of Union and Disunion, organised under the patronage of ALLEA and hosted by selected Academies of Sciences and Humanities in various European cities. Its aim is to address from a variety of disciplinary perspectives the different historical and contemporary socio-political developments that may pose a challenge for the future of Europe as a community.

A Nordic perspective on Europe


How have Nordic values contributed to our idea of Europe? On 14 November 2018, the Council of Finnish Academies invited speakers from Finland, Denmark, Sweden, Norway and Great Britain to take a Nordic perspective on questions of identity, nationalism, migration and populism in Europe. The symposium was held in Helsinki at the House of the Estates and forms part of the ALLEA series “Europeon Test – Narratives of Union and Disunion”, with conferences in various European countries.

In the opening addresses, Professor Jan Sundberg and Professor Krista Varantola, former chancellor of the Council of Finnish Academies and ALLEA Vice President, stressed the need for reflections on European identities in times of multiple crises and growing populist right wing movements in Europe and beyond.

Nordic exceptionalism

In the first session, historical trajectories of the Nordic countries in relation to Europe were examined by Juhana Aunesluoma, Bo Stråth and Mary Hilson. They pointed out that Nordic countries are quite diverse and each one has a distinct history of relations with Europe. Whereas only Finland is in the Eurozone, Denmark, Iceland, Norway and Sweden have their own currency. In parallel, Finland, Denmark and Sweden are part of the European Union, while Norway and Iceland are not. Some are constitutional monarchies, others republics and three out of five are in the NATO. ALLEA Vice President Krista Varantola illustrated this diversity in Northern Europe by describing Nordic countries as “a typical family that disagrees in words but nevertheless sticks together when they feel their values or actions are questioned or threatened from the other side”.

Professor Mary Hilson from Aarhus University in Denmark argued that the narrative of a Nordic exceptionalism had a bidirectional effect in all countries. Like in other processes of (European) identity formation, “Nordic Europe” was considered a first step towards an integrated Europe. This narrative at the same time created new boundaries between Nordics and the rest of Europe. Nordic peculiarities such as a high level of public trust and openness towards other cultures further contributed to their integration in Europe.

Populism and migration

The discourse behind European integration is however being challenged or reshaped by the recent global economic crisis, conflicts over migration and mobility, as well as by the spread of populist movements in Europe. In the second and third panel discussions, these changing narratives were analysed. One of the statements was that migration is being blamed for problems that have other roots in the economic and social systems our societies are depending on. Populism and new nationalisms are built on the premise that such systems could be managed by isolated countries themselves. Speakers warned about this increasingly powerful but naïve narrative and called for a deconstruction of such arguments.

Reinventing narratives of Europe

In the concluding reflections, speakers agreed that new narratives are necessary to reinvent the idea of Europe in order to counteract these growing nationalist tendencies. Such voices threaten the achievements of European integration and therefore peace and stability. Nordic European values such as openness and institutional trustworthiness should be emphasised in such narratives. The Nordic welfare state, consensual politics and industrial relations, and a security community in international affairs could help to shape future narratives.

Inspired by a British Academy conference on “European Union and Disunion” in late 2016, the ALLEA series “Europe on Test: Narratives of Union and Disunion” has recently taken up the debate at the Göttingen Academy of Sciences and Humanities with the conference “Germany and Europe – Views from within and without” on 20 October 2018.

The initiative seeks to address recent political developments and other aspects of relevance that may pose a challenge for the future of Europe as a community. The debate will continue at upcoming conferences in Torino at the Accademia delle Scienze di Torino on 11 and 12 April 2019, and in Warsaw at the Polish Academy of Sciences on 11 October 2019.

ALLEA series ‘Europe on Test: Narratives of Union and Disunion’ launched with first conference in Göttingen

The process of European integration has arrived at a crossroads. Events like the Eurozone crisis, disagreements on migration and the Brexit referendum call for reflections and reassessments of the ideational and political foundations of Europe. What has held Europeans together and what is dividing them? What kind of Europe do we want to create?

Inspired by a conference at The British Academy, ALLEA has invited its Member Academies to address these questions in a series of conferences across Europe. The series “Europe on Test: Narratives of Union and Disunion” aims to address historical and contemporary developments from a variety of disciplinary perspectives.

On 20 October, the Göttingen Academy of Sciences and Humanities hosted the first conference within the series under the theme: “Germany and Europe – Views from Within and Without”. Historians and political scientists discussed the historical, present and future relations of Germany in Europe, focusing especially on the UK and France. The academic panels were accompanied by a speech from Stephan Weil, Prime Minister of Lower Saxony, on the possibilities of creating “unity in diversity” in times of mass migration.

Academies and European identity

Professor Andreas Gardt, President of the hosting academy, opened the conference and welcomed the participants to the discussion. ALLEA President Professor Antonio Loprieno introduced the topic of the conference series emphasising the role of Academies as a prominent example of the long history of establishing a cosmopolitan European society. He further stressed that the vision of a common European identity based on democratic values and ideals of openness is under scrutiny by apparently “irreconcilable divisions” among the people of Europe:

While taking advantage of European citizens’ asymmetrical access to the benefits of a globalised, cosmopolitan Europe, even nationalist, right-wing populist movements are acting in a transnational European playing field, and they are building upon well-established networks across Europe. This shows what a complex, multi-faceted issue Europe is”, Professor Loprieno said.

“Anywheres” versus “Somewheres”

Following up on these introductory remarks, British journalist David Goodhart gave a talk on the various sets of values that divide citizens in Europe. He posited that Europe had witnessed a domination of a “new openness” narrative over the last 30 years, promoted by the liberal democratic left, which now seems to have ended. With this came a liberal promise that openness towards peaceful globalisation would yield benefits for everyone. He claimed that this promise had never been realised, particularly in the UK and the US, leading instead to a cultural division into what he calls ‘meta-tribes’ of ‘anywheres’ and ‘somewheres’, exhibiting achieved versus ascribed identities.

Goodhart explained that ‘anywheres’ are much more individual, have more affluent identities that are much better suited to deal with rapid social transformations and change.” This divide and the seemingly moral superiority of ‘anywheres’ have caused the unbalancing of societies and a backlash on European integration and the rise of a defensive national populism.

German-British relationship

The conference continued with a panel on the historical trajectories of European integration after the Second World War. Professor Piers Ludlow (London School of Economics) highlighted the role that the rivalry between Britain and France over the future of Germany – and hence over a European community – still plays today.

He further expressed hope for the future of post-Brexit relations between Germany and Britain, highlighting that “Germany is nowadays rather seen as a solution to the European problem in Britain, not as a problem.”

In the following talk, Dominik Geppert provided a German perspective on the German-British relationship and claimed that different attitudes towards Europe can be traced back to different experiences with post war reconstruction, memories of their imperialist pasts, and socio-economic developments in the 19th century.

The impact of Brexit

In the political science panel, Simon Bulmer and Andreas Busch discussed the future of the EU and the impact Brexit will have on it. All speakers highlighted the enormous challenge that the UK leaving the EU poses to Europe. Simon Bulmer presented Germany as Europe’s “reluctant hegemon”, growing more and more into the primary adherent of the liberal world order. Andreas Busch criticized both sides for not understanding the other’s particularities and predicted that any form of ‘deal’ or ‘no-deal’ would only reinforce nationalist, anti-liberal tendencies in Britain. Stefan Colignon compared economic developments in France and Germany, predicted France as the next booming economy in Europe, and concluded that both countries are not as different as the caricatures painted of them often suggest.

In his speech on the possibilities of “unity in diversity” in Europe, PM Stephan Weil (SPD) emphasised that Europe cannot only be a project of the elites, and underscored the  importance of finding a solution to the “refugee crisis”, stating that Europe would only be able to find a viable solution by standing close together. He finished by outlining concrete steps in order to come to a solution and strengthen European integration at the same time,  for instance by replacing the “Dublin-System”, implementing effective EU border control, and combating the causes for migration and flight.

The conference ended with perspectives from Poland and Russia on European values and analyses of recent political and social developments in the two countries by Adam Krzeminsnki and Vladislav Belov.

Speaking on the importance of the conference series “‘European Narratives of Union and Disunion”, and on the relevance of exchanging ideas about the changes undergoing the European continent, Professor Antonio Loprieno said:

„We are experiencing today a simultaneous convergence and divergence of European societies. This conference in Göttingen and the upcoming conferences at other European academies are important and necessary contributions to the scientific view on the complicated mosaic of cultural and political identities in Europe.”

Europe on Test: ALLEA Conference Series on European Narratives

In 2018, the ALLEA-coordinated conference series “Europe on Test: Narratives of Union and Disunion” will feature two prominent events in Germany and Finland respectively

On 20 October, the Göttingen Academy of Sciences and Humanities will bring together high-level speakers from policy and academia to discuss the conference theme “Germany and Europe, Self-Images and Foreign Perspectives”. On 14-15 November the Council of Finnish Academies will organise a two-day conference providing a “nordic perspective” on the series topic. “Europe on Test: Narratives of Union and Disunion” is a series of conferences hosted by selected academies of sciences and humanities in various European cities under the patronage of ALLEA.

The initiative started with a conference organised by the British Academy in London on November 2016. Throughout the conferences, renowned scholars deliberate and illuminate the significance of such narratives from a variety of different angles and within their national contexts, providing insights into how narratives shape the way we conceive Europe as a Union or Disunion.

The conferences are open to the public and everyone is invited to attend.
